    Abstract：

    明清政府仰赖运河漕运以保持政局稳固,经济发展,故对于运河沿线的重要城镇均加以严格把控,张秋镇位于会通河和大清河的交汇处,既是交通枢纽,又是运河山东段重要的区域性商品集散中心.漕运要地的地理位置和"三界首"的行政区划,使张秋成为国家严格管控之地.朝廷和府、县都在此地设有管理机构,历代政治建置的沿革接替体现张秋镇作为运河城镇的特殊性.
