Abstract：
从监管的必要性来看,能源监管具有确保国家能源安全、保障能源市场健康有序运行、保护生态环境和优化能源结构的重要作用.能源监管方法在能源立法中的运用对提升能源监管效果具有重要的基础性意义.本文分析了能源领域需要监管的若干原因,随后基于对能源进行监管的正当性介绍了能源监管的具体方法.
