    新体制下的国有企业具有人员配备精干化、岗位设置综合化的特点,在一定程度上导致基层党组织的党建工作人员数量偏少、基础偏弱等问题.本文针对新体制下基层党组织存在的问题与矛盾,对党组织规范化建设的措施进行探索,以期对国有企业基层党组织的建设提供借鉴.
