六盘水“三变”改革核心是“资源变资产、资金变股金、农民变股东”。改革为有效使用农村集体闲置资源，提高集体资金和财政资金在扶贫开发、产业发展等方面的使用效率提供可参考的经验。深入研究“三变”改革背后的经济学原理，探讨农民增收的可持续路径，对于解决我国“三农”问题，助力乡村振兴具有现实意义。
