Abstract：
作为需求侧的再生水的用水户，怎么避免行政手段一刀切，发挥市场配置资源的决定作用，将再生水资源配置到培育污水资源化的市场主体，形成污水资源化的成本回收机制和长效收益机制，将再生水精准地配置到利用意愿较高、经济效益较高的行业企业中去，实现政府引导、市场驱动的基本原则，是本文的研究重点。
