    Abstract：

    随着我国社会经济的快速发展和大规模储备移民安置政策的大力实施，移民的生活条件发生了重大变化，移民的生活水平显著提高，移民的生活收入不断增加。合理界定救助对象是做好大中型水库移民避险解困工作的前提和基础。本文通过分析移民身份不确定、定义标准模糊、缺乏公平性等问题产生的原因，提出了移民指标的核实和分解、量化评估标准的制定、移民政策的制定、移民政策的制定、移民政策的制定、移民政策的制定、移民政策的制定、移民政策的制定、移民政策的制定、移民政策的制定等方面的建议和对策，加强动态监测，支持优惠政策。
