Abstract：
与工程监理部门的工作密切相关的人员伤亡及财产损失，是建筑工程项目的安全事故中，发生个概率较高的。以施行各项责任监管措施为大背景，监理部门要积极树立起安全管理的责任意识，要将安全施工理念落到实处，要牢牢掌控住各项安全事故发生的概率，确保施工安全。本文首先是针对安全监理责任中仍存在的问题进行分析，其次再详细地介绍在施工过程的每个阶段不同的监理责任。
