    Abstract：

    高校教师党员占高校教工的比重普遍超过了50%，是高校先进性的代表，但是目前部分教职工党员仍存在党政“两张皮”的现象，先锋模范作用没有充分发挥，示范引领作用弱化。本文对高校教师党员设岗定责、目标管理机制进行探索和思考，旨在提升教师党员的主体作用，为培养社会主义建设者和接班人服务。
