    作为国家发展统筹规划下的内容，村庄规划发展是实现农村经济发展与乡村经济振兴的重要前提。突破传统村庄规划编制中出现的问题，加强思维意识、不断提升规划发展的水平与实践效力，是新形势下实现城乡一体化发展、解决好“三农”问题所具有的国家现代化的治理意义。
