    全面预算管理有利于掌握集团公司的整体发展，也有利于加强母公司和子公司之间的管控，有助于提升集团公司的整体经济效益。然而，集团公司在全面预管理落地方面却存在着一些问题，使得全面预算管理作用发挥预期不足，影响了集团公司全面管理能力的提升以及其核心竞争力的塑造。本文主要基于对集团公司全面预算管理落地的现状和困境进行分析，重新构思适合于集团公司的全面预算管理体系，提出优化集团公司全面预算管理体系的对策。
