Abstract：
融合教育作为本区域近年政府与教育关注的领域，逐步提高的融合教育需求与教师队伍年轻化、非专业化的情况不匹配。本文通过对黄埔区区域性的融合教育发展背景深入分析，提出以模块化资源包的创新组合方式开发制作本区域的融合教育宣导资源包。通过设计、实施与制作，促进了融合教育教师专业水平有效提升，同时形成模块资源包在公众号有效推广，填补了模块化在特殊教育研究中的空白。
