    本文着重探讨了基本养老保险的定义和范围，分析了全国统筹的定义和目的，对基本养老保险全国统筹的基本理论问题进行了简要总结，并提出了几项政策建议，包括加强法律框架建设、提高公众意识和参与度、完善治理和监督机制、确保弱势群体获得足够的福利和支持。希望这些建议的实施，能够增强所有公民的退休保障和社会福利，从而促进整个社会的和谐发展。
