    全过程造价管理是一种有效的项目经济管理方法，在项目建设整个生命周期内开展成本管理活动，主要涉及前期规划、设计、招标、施工到运营和维护等。项目建设中，要制定预算，并对预算执行情况进行监督检查，合理估算成本，优化调整设计方案、管理变更等，旨在提高项目的可控性和透明度，降低成本风险，确保项目按照质量要求和时间表成功完成，提高项目建设效益。
