Abstract：
立足新时代历史方位，我国国有企业经历40多年改革开放正从昔日的“追赶者”，逐步成为与国内外领先企业同台竞争的“并行者”，而且已经在很多领域和行业成为世界“领跑者”。面对新发展时期，尤其是在区块链、人工智能等新兴行业飞速发展的今天，许多国有企业集团的管理内容和方式正在发生巨大的改变。所以，国有企业集团实现对子公司的科学管控，实现资源的有效配置是建设新时代中国特色国有企业的关键所在。
