    Abstract：

    乡镇国土空间总体规划是我国“五级三类”国土空间规划体系中最基础的一层，规划成果能用好用管用是评判本轮规划的重要标准。本文结合河北省承德市长山峪镇国土空间规划的工作，以生态优先为主，全域统筹城乡发展，探索本轮规划的编制体系、目标与重点，确保规划的编制有效且科学。
