    Abstract：

    山西省是践行双碳发展策略的重点区域，县域是我国进行行政管理中基层的完整单位，其控碳指标体系构建将为政府对双碳发展的重要管制手段。本文采用基于“政策管控+地方治理”的思路，对县域层面的控碳指标和因子进行了梳理，同时采用预期性和约束性的方式进行精准分析，以期对政府在双碳管理中有借鉴意义。
