    Abstract：

    全球气候变暖,极端气候增加,暴雨、洪水频率加大,导致小型水利工程的设计洪水标准、防洪安全不能适应气候变化.需要对已有的小型水利工程进行除险加固、更新改造,以满足泄洪能力、防洪安全;对新建小型水利工程,要考虑气候变暖因素下的洪水标准,尽量取设计洪水上限值,以适应未来的气候变化;加强日常应急预案及演练,做到防汛工作、人人参与;设计规范的洪水标准要根据气候变化趋势进行适当的调整,以满足极端气候条件下的防洪安全.
