为资兴市发展拓展必要空间,加强耕地数量、质量、生态"三位一体"保护,全面完成高标准农田建设任务,大力支持易地扶贫搬迁工作,促进耕地保护和节约集约利用土地,推进新农村建设和城乡统筹发展,分析资兴市现存土地整治潜力,确定土地整治重点区域,衔接土地整治重大工程,为推动"五化"同步发展、全面建成小康社会奠定坚实基础.
