    Abstract：

    国家新型城镇化背景 下,城市综合开发模式正为政府与诸多企业所采用.城市综合开发模式尚处于初级发展阶段,国家层面缺乏统一规范土地开发的政策法规,本文从城市综合开发的认识出发,通过对国家与地方政策解读,探讨目前城市综合开发模式的特点与存在的隐患,并对重庆市万州区北部新城新型城镇化项目的 开发模式提出建议.
