    公共图书馆是历史发展以来,始终作为传播文化的重要社会媒介存在,各地图书馆是当地人在其文化发展过程中所积累和保存下来的重要文化财富,而在社会文化背景下公共图书馆社会教育职能不断发生着演变,只有在职能演变和优化拓展中,公共图书馆才能更好的发展,更好的服务于人民,据此,本文将主要围绕社会文化背景下公共图书馆社会教育职能演变展开研究讨论[1].
