    Abstract：

    2005年联合国小额信贷年会上,"普惠金融(Financial Inclusion)"的概念被首次提出后,发展普惠金融成了全球各国金融改革与发展领域中的一项重要实践.与传统金融相比,普惠金融具有更加广泛的包容性,侧重于为低收入阶层及弱势群体提供金融服务,普惠金融在提升弱势群体的金融可获得性、在落后国家和地区扶贫开发中的有效作用已经得到广泛认可,日益受到各国的关注和重视.
