    随着整个社会的飞速发展,全社会对于供水服务的要求也越来越高,需要的水量也越来越大,这就促使供水企业进行大规模的供水系统建设,而在城市供水系统建设的费用中城市供水管网的建设费用通常要占60%左右.在供水管网工程建设方面,对工程造价的控制是至关重要的一个环节,这样既可以控制固定资产投资的规模,达到节约建设资金的重要目的,又可以达到对工程质量进行控制的.
