    Abstract：

    对于煤电企业来说，煤炭价格及其流通量在整个煤电企业的成本结构中占有较大的比重，即煤炭价格和流通量占其生产成本结构的比重。由于目前大多数企业都采用粗放式燃煤采购管理系统，缺乏系统科学的指导方案，导致企业大量空间和资源的损失。制定煤炭采购计划是为了通过煤炭采购方案优化，使采购环节，所有采购库存更加科学、合理经济，大大降低企业成本提高其实际效益。
