    社会主义的首要任务是使人民的最根本的物资需要得到满足。文章立足于老百姓的根本需要，对“群众文化”的含义与作用进行了介绍，对“群众文化”的需要与供给状况进行了剖析，并重点阐述了建设“群众”的新型的文化供给与供给机制，以提高群众的实际文化素质和审美素质，以实现更好地为人民服务的目的。
