    Abstract：

    我国国土空间用途管制已从早期的“耕地保护”阶段发展到以“守护山水林田湖草生命共同体”为目标的全域系统化管控阶段。本文探讨国土空间用途管制制度对土地发展权的配置影响，以及在现有体制下实现土地发展权的配置与流转优化路径，以满足新形势下土地要素资源市场化配置的要求，提高我国土地资源节约集约利用，推进区域济高质量发展和生态环境高水平保护。
