    Abstract：

    铁路运输已发展成为经济发展的大动脉。在兴建和改善铁路的过程中，一般都会在铁路工程进行时经常发生的铁路线附近进行工程，不但影响铁路运输的稳定性，而且对交通安全构成威胁。随货运量增加车辆流量的阶梯密度增加，在确保铁路运输生产畅顺有序的前提下，确保营业线的安全既复杂又难以预测。
