    Abstract：

    近年来，甘肃在居民健康医疗服务水平、人力资源储备水平、乡村医疗基础设施水平等都有明显提升。同时也面临医疗资源分配不均、中高端人力资源储备不足、健康管理水平不高等问题。建议构建“健康优先”与“五位一体”总体布局深度融合的建设机制，促进区域平衡发展，加强生态环境绿色建设工程，注重居民心理健康干预，加强健康人力资源建设。
