    左懋第是明代杰出的政治家、外交家。经历五年韩城仕宦，六年谏垣生涯，任职期间功绩卓著。文章通过对左懋第的县政治理实践和肃治构想进行深入研究不仅为我们窥探明清交替之际的社会历史提供线索，对当今社会主义现代化建设也不无借鉴之意。
