    本文以EPC水利工程施工管理作为切入点，对EPC工程总承包模式的涵义、优缺点进行简要概述，并从建设单位角度出发，探讨EPC模式下水利工程施工管理期间存在的具体问题，立足实际问题来提出相应解决措施。旨在推动工程施工管理水平的提高，加强建设单位对工程施工建设活动的把控力度，顺利实现工程预期建设目标。
