    在市场竞争日益激烈的当下，人才是企业创新发展的核心力量，在欠发达地区国有企业中，人力资源管理依然较为落后。而欠发达地区国有企业发展疲软，相较发达地区竞争力不足，很大程度也根源于人力资源管理发展的迟滞。
