Abstract：

采取措施解决党建和业务“两张皮”和脱节等问题，保证党建工作与业务工作同频共振，是新时代党建工作者共同关注的焦点。本文为烟草商业企业设计了以PDCA循环管理法为基础的基层党建和业务深度融合机制，开发出促进党建和业务融合的在思想认识、政治修养、组织设置、工作部署、活动创新和考核机制六方面的强化措施。
