在新形势下，做好水利工程监理工作，不仅可以完善我国水利工程监理制度，而且可以促进我国水利工程的发展。因此，有关部门应完善组织结构，突出监督职能，提高监督人员的专业素质，提高水利工程质量。这不仅是我国经济体制不断变化的客观需要，也是我国水利行业不断优化和完善的必然结果。
