    Abstract：

    我国水利水电工程的建设不仅在防洪、发电、灌溉、航运等方面对社会经济发展贡献巨大，而且在促进资源合理利用方面也发挥了重要作用，搞好水利水电工程对于我国的经济和社会发展都有重要意义。加强水利水电工程施工期和运行期的生态环境监测和管理，在生态保护方面探索出符合我国国情的方法和技术是至关重要的，工程建设与环境保护同时并重，才能把经济效益、社会效益和生态效益有机地统一起来。重视环境保护工作，落实措施，狠抓管理，才能实现工程建设、生态环境及经济发展的良性循环。
