我国人口多，耕地少，耕地数量直接决定我国粮食产量，它是国家及人民生存发展的根本支撑。在社会主义现代化建设中，耕地受到水土流失、重金属污染等，如何切实保护耕地，认真贯彻落实国家耕地保护的基本国策，促进耕地数量及质量的提高，确保生态平衡是一个需亟待解决的课题。
