在进行城市可持续发展规划时，可以将城市看作生态体系，充分考虑人和自然之间存在的复杂关系，通过管理自身活动，满足大众环境利益需求。可持续发展理念的优势在于可满足社会发展需求和环境发展需求，在依靠环境保护政策的情况下，进行绿色发展。
