Abstract：
实施全民艺术普及是推动文化建设的重要工作，而全民艺术普及不能再局限于线下工作。随着全球信息传播的数字化推进，信息的传播方式已发生了很大的变化。传统的文化馆已经不能满足人民日益增长的文化需求以及全民艺术普及的工作。互联网的快速发展，为两者之间的融合带来了很好的契机。数字文化的产生，必将成为文化馆建设及提升全民艺术普及的重要媒介。
