Abstract：

为解决和避免国土空间资源浪费情况，充分发挥国土空间自身的作用与价值，实现社会可持续发展。国土规划是实施国家和区域发展政策空间的重要催化剂，具有综合性和基础性、强制性和普遍性特征。文章对国土空间规划功能定位要点进行了研究，提出树立正确的规划目标、改进规划实施流程等措施，以期为相关人员提供参考。
