    党的十八大以来，我国启动了新一轮财政改革。党的十九大进一步深化财政改革，将提高财政质量，加快建设有中国特色现代财政制度作为改革重点。因此，分析和研究根据改革需求优化财政结构，提升财政效率，对建立中国特色社会主义现代财政制度、实现国家治理体系和治理能力现代化提供了重要的制度支撑意义重大。
