    Abstract：

    当前时期，大中型城市中人口集中，为了应对外部环境的变化，城市需要提升应对能力。从公共政策视角下审视城市建设的相关工作，需要以韧性城市的建设为目标，促进城市的建设发展。本文分析韧性城市相关的概念，并且正确认识建设韧性城市的意义，在此基础上分析公共政策视角下韧性城市建设中存在的问题，并提出应对措施。基于此，本文展开探讨。
