    Abstract：

    水利水电工程中刚开始的环节就是水利水电的设计环节，工程设计是所有施工的基础，但是在设计中如果没有结合水利水电工程的实际情况，会对施工造成很大的困难进而导致施工质量不能保证。在现代的水利水电工工程设计中，应该注重水土保持的设计理念。基于此本文对水利水电工程的概念进行了说明，并对造成水土流失的原因进行了分析，最后本文还说明了水土保持理念在水利水电工程中的具体应用。
