    Abstract：

    近年来我国经济的持续发展，人民与政府都逐渐对水利工程给予了越来越高的重视，针对水利工程建设所投入的资金、人力与技术也在持续增加。但是随着水利工程建设水平的提升，其中潜在的问题也渐渐显露人前，其中最为突出的问题便是水利工程造价逐年提高，但是工程的建设质量却并没有随之而有所提升。
