    水利水电工程建设征地移民具有工作量大而复杂、涉及利益相关者多、投资占比高等特点，移民安置规划重要性不言而喻。本文首先明确了水利水电工程建设征地移民安置规划要求，其后围绕托巴水电站工程，详细探讨了移民安置规划目标、安置标准以及具体的规划方案，以期可供参考。
