    文章以云计算、大数据、物联网等社会信息化变化为背景，分析了淮坊市高效节水灌溉市级信息化管理系统的开发与应用。简要介绍了市级单位建设高效节水灌溉信息化系统的必要性，提出了项目建设的总体框架、部署架构及项目的创新性，从效益、社会效益、环境效益三个方面分析了项目建设的重要意义。
