    Abstract：

    为了促进石油企业QHSE管理体系和内控体系的融合，本文主要对石油企业QHSE管理体系与内控体系的关系进行研究。文中先分析了QHSE管理体系与内控体系的相同或相似之处，之后分析了二者的区别，并提出了促进二者融合的策略，如，提升领导层的重视程度、结合企业情况，清楚整合后的体系架构、建立科学的风险评估体系等，希望可以为有关人员提供参考。
