    Abstract：

    有效激励城镇低效用地再开发利用，优化土地利用结构，能够促进经济发展方式转变和提高土地经济社会承载能力。本文在系统剖析当前城镇低效用地有关研究现状的基础上，提出了城镇低效工业用地识别理论框架，从驱动力、状态、响应三维角度构建了13个因子的低效工业用地识别体系，有利于推动自然资源的高效集约利用。
