Abstract：
2015年福建省政府出台了《开展万里安全生态水系建设的实施意见》，2018年《福建省安全生态水系建设指南》（修订版）中以构建“河畅、水清、岸绿、景美、安全、生态”的水系为目标。本文以永泰温泉溪为案例，分析现有生态环境及河岸稳定存在的问题，以安全生态水系建设指南为指导，制定适宜本项目特征的功能定位及总体布局，实现六个总体目标及“八有”具体目标。
