随着城市发展进入存量更新阶段，老旧小区改造成为提升城市品质、改善民生的关键举措。本文以老旧小区改造项目为研究对象，深入剖析项目中工程造价控制面临的复杂问题，从加强顶层规划、精准前期勘察、细化工程设计、拉动多元投资、强化施工监督等多维度提出系统且切实可行的解决策略，旨在为提高老旧小区改造项目效益、保障工程顺利实施提供坚实的参考依据。
