Abstract：
在新时期随着我国经济建设步伐的不断加快，水资源短缺、水生态损害及水环境污染三大用水安全问题逐渐成为当前制约经济发展及生态文明建设的主要问题，而节约用水是保障我国水安全的重要方式之一。基于此，本文对于当前节约用水的必要性及建设中的难点进行分析，并结合现行有效政策及国外先进理念，提出有效的节约用水行为措施，希望能够实现水资源的高效利用及有效保护。
