    Abstract：

    以重庆市采用BOT+EPC模式建设的渝武高速公路复线（北碚至合川段）、铜梁至安岳高速公路（重庆段）、江津至泸州北线高速公路（重庆段）建设项目为调查研究对象，围绕投资建设五大关键要素“地、图、钱、评、证”，深入分析其对项目建设安全管理方面发挥的重要作用及影响，以期待提高项目建设单位对项目整体安全性的认识，和进一步丰富完善全寿命周期策划下的项目安全管理顶层设计。
