政府和社会资本合作（PublicPrivatePartnership，以下简称PPP）模式，已被广泛应用于基础设施和公共服务领域，其招标投标管理实践中存在如利益相关方利益不平衡、评标标准不合理等问题，严重影响了项目效率和公正性。深入探讨和分析这些问题的根源，提出通过优化管理模式，促进资源的合理配置提高公共投资效益，同时确保风险合理分担，进而推动PPP项目的健康发展。
